Over the course of my career, I have had the good fortune to work with exceptional people—trusted colleagues who are experts in their fields, collaborative in their approach, and deeply committed to quality, integrity, and mission-centered work. They are also kind, caring people whose values align closely with mine.

The Koehler Consulting Collaborative brings together these respected higher education leaders and trusted thought partners, each with distinct expertise and a shared commitment to excellence, integrity, inclusion, collaboration, openness, learning, and authenticity.

Marc Carraway

Expertise: Leadership learning, developing and leading high-performance teams, creative collaboration

Marc brings over 25 years of leadership and consulting experience to his work with executives from school systems, universities, businesses, nonprofits and federal, state and local governments.  As a high school principal, he led Madison (Virginia) County High School from “non-accredited” status to full accreditation and to state-wide recognition for academic excellence.  As Director of the Blue Ridge Virginia Governor’s School, a regional public high school for science and technology, he led the school from a sharply declining enrollment to an increase of over 250% in student numbers and developed robust college/high school partnerships with 2 and 4-year colleges and universities across Virginia. 

Marc has taught educational leadership at the Federal Executive Institute, at the University of Virginia’s School of Continuing and Professional Studies, The Weldon Cooper Center for Public Excellence at the University of Virginia, and for the University of Mary Washington’s Master’s Degree for Education Leadership program.  His work largely focuses on strategies for leadership partnering, developing and leading high-functioning teams, strategic influence, and leading creative collaboration.  

He holds a BA in History from the University of Virginia and a Master’s in Educational Leadership from George Mason University.

Caroline Laguerre-Brown

Expertise: Institutional compliance and risk management; workplace culture and leadership development; board education and governance

Caroline Laguerre-Brown helps colleges, universities, associations, and corporations navigate compliance obligations, strengthen workplace culture, and manage institutional risk. An attorney by training, she brings a legal lens to the organizational challenges leaders face when policy, people, and reputation intersect.

At George Washington University, as Vice Provost for Diversity, Equity, and Community Engagement, Caroline directed a portfolio of offices serving more than 26,000 students, including Title IX and Sexual Assault Prevention, disability support, civic engagement, and multicultural student services, with a staff of 35 and a $6.5 million budget. At Johns Hopkins University, as Vice Provost for Institutional Equity and Chief Diversity Officer, she oversaw university-wide diversity and inclusion efforts, built the university's first sexual harassment prevention training program, and redesigned faculty search protocols.

Caroline currently serves as an External Board Member of the American Association of Collegiate Registrars and Admissions Officers and previously chaired the Board of Directors of the National Association of Diversity Officers in Higher Education, where she is on the faculty of the Standards of Professional Practice Institute. Caroline is an active member of the District of Columbia Bar and is admitted in New York and Maryland. She holds a B.A. from Binghamton University and a J.D. from the University of Virginia School of Law.

Eleanor Parks

Jenni Raley helps high-performing leaders successfully navigate critical leadership transitions, including stepping into a new leadership role, inheriting a new team, or taking on significantly greater responsibility. Her work helps leaders build trust, strengthen relationships, develop their teams, and accelerate their impact.

With more than 25 years of experience leading teams, developing leaders, and navigating organizational change across healthcare, clinical research, SaaS, and financial services, Jenni brings practical leadership experience to her coaching practice. Forrest Maltzman

Expertise: Organization design and change; budget models; shared governance; graduation and retention; online programing

Forrest is a Professor of Political Science and previously served as Provost of George Washington University. In addition to these roles, he has served in numerous appointed and elected roles in GW’s system of shared governance.

As Provost, Forrest led the university in developing and implementing a transparent, incentive-based budget model, and deploying data-driven approaches to service design and delivery. This work achieved university enrollment objectives—including retention and graduation rates and net revenue—advanced school-based fundraising, and grew the university’s online presence. As Provost, he also oversaw 10 academic schools and units responsible for student affairs, enrollment, research, and libraries, as well as efforts to ensure that the GW community was an inclusive and equitable place.

As a member of the Koehler Consulting Collaborative, Forrest brings the perspective of a social scientist, senior academic leader, and highly strategic and innovative thinker. His strong quantitative orientation and extensive university leadership experience make him particularly well suited to projects involving institutional budget processes and reviews, enrollment management, organizational strategy, and data-informed decision-making. Drawing on his deep expertise in shared governance, he works effectively with faculty, provosts, presidents, and boards to build understanding, navigate competing interests, and move complex institutional priorities forward.

Dr. Melissa Curtis, ACC

Expertise: Higher education leadership, change management, strategic planning, executive coaching, enrollment management, academic affairs, and student success.

Melissa Curtis, Ph.D., is a higher education consultant and executive coach specializing in organizational change, strategic planning, enrollment management, and organizational health. She integrates executive and team coaching into her practice to help clients create meaningful, lasting change.

With more than 25 years of higher education experience, Dr. Curtis has held executive leadership roles in Maryland and Texas. At Austin Community College District, she led enrollment management and admissions across eleven campuses, unifying services under a “One College” model. At Howard Community College, she helped launch HCC Forward, a culture change initiative that reorganized academic divisions and introduced seven-week courses. She also created divisions focused on advising, retention, and student mental health.

A Certified Executive Coach and Associate Certified Coach with the International Coaching Federation, Dr. Curtis holds additional credentials in culture change, change leadership, perceptual shifts, and communication impact. Her approach combines evidence-based tools with empathy and support.

Dr. Curtis is a communication professor at Carroll Community College and teaches English for Southern New Hampshire University, reflecting her commitment to student success and the transformational value of higher education.

Justin Rummel

Justin Rummel helps colleges and universities turn enrollment data into strategies that grow the institution and enhance culture while keeping it financially sound. He brings a rare combination of financial rigor, regulatory depth, and a genuine commitment to accessibility across the private, public, and for-profit sectors.

Justin has served as Vice President for Enrollment Management and Assistant Vice President for Student Financial Services at Susquehanna University and Director of the Office of Financial Aid & Scholarships at Salisbury University. He held fiscal operations and internal audit leadership roles at Strayer University, supporting more than 40,000 working adult students across a national, multi-campus footprint. His career began at the intersection of politics and policy at the Pennsylvania House of Representatives and the Pennsylvania Higher Education Assistance Agency (PHEAA).

A first-generation college graduate with an MBA from Western Governors University and a B.A. from Millersville University, Justin helps institutions build a full picture around demand generation, pricing strategy, and compliance, grounded in a shared commitment to student success.

John Chilkotowsky

John Chilkotowsky helps senior leaders and leadership teams increase their effectiveness, build stronger teams, and expand leadership capacity. An executive coach and strategic thought partner with more than 3,000 hours of coaching experience, he works with Directors, VPs, senior executives, and leadership teams across higher education and a range of industries and mission-driven organizations.

Henry Oddi

Expertise: Enrollment and revenue technology (Salesforce, Slate, Dynamics 365, marketing automation); full-funnel enrollment strategy and operations; AI adoption — process design, enablement and change

Henry Oddi helps universities and companies make their enrollment and revenue technology work for the people who run it. He brings a decade in higher education and two decades in technology consulting across the software and corporate sectors, applying a systems-level view that connects people, process and platform.

At Queens University of Charlotte, Henry was Director of Graduate Enrollment for Strategies & Systems, leading graduate enrollment systems and building a full-funnel recruitment ecosystem with EAB, Niche and Carnegie. As Senior Manager of Revenue Technology at Itential, he led CRM, marketing automation and sales enablement. At Berry College, he helped lead the alignment of recruitment and marketing strategy with CRM and marketing automation adoption, including the move to in-house student search. His higher education career began as an Admissions Officer at the University of Georgia.

Today his work is AI-oriented but people- and process-first: helping teams make sense of what's changing, adopt what fits, and build the technique to use it well. He has administered Technolutions Slate and Dynamics 365, and managed middleware including Informatica and Axiom. He is a Salesforce Certified Platform Administrator and Marketing Cloud Account Engagement Specialist, and holds a BBA from the University of Georgia with a minor in Mandarin Chinese.

David Iselin

David Iselin helps colleges and universities translate strategy into actionable plans by aligning financial, staffing, operational, and organizational resources with institutional priorities. David currently serves as Associate Dean of Finance and Administration at the Case Western Reserve University School of Law, where he oversees finance, human resources, facilities, and operations.
